Choate administrators reassigned amid misconduct investigation

ANNA, Ill. (WJPF) — Three top administrators at Choate Mental Health Center, who have been charged with interfering with an investigation into patient abuse, have been reassigned out of the Union County facility.

Facility Director Bryant Davis, as well as administrators Teresa Smith and Gary Goins, face charges of Official Misconduct. Smith also faces a charge of Obstructing Justice.

The Choate Mental Health Center is operated by the State Department of Human Services, who had previously said that all three would remain on the job until the charges could be substantiated. On Friday, DHS officials announced they had changed their mind. DHS now says Davis, Smith, and Goins have been reassigned to central office administration duties and will continue to be paid.

Regina Osman, a current nurse administrator, has been named interim director of the facility.
