Audit release expected on contract for insurance portal

SPRINGFIELD, Ill. (AP) – Illinois’ auditor general plans to release a review of the process by which state officials procured a $94 million contract in 2015 for an online insurance portal.

The Illinois House directed Auditor General Frank Mautino to audit contract procedures with Morneau Shepell after a June 2017 report by The Associated Press. The audit is scheduled for release Wednesday.

The AP reported that former Gov. Bruce Rauner’s administration advertised the contract for only three weeks. Morneau Shepell was the only bidder. And documents showed state employees were instructed to forgo state guidelines on ensuring minority-owned business participation.

The 10-year contract was issued in November 2015 in an effort to move state employee health insurance away from a paper-based process. But employees and state agencies complained of problems.
